Trying to debug, so I'm putting together all the work that has changed the way that dashboards and widgets work together:

We (read: Libor) did quite a bit of work here:

• Add validations for MiqWidgetSet manageiq#20890
  • not needed: Fill group_id when widget set is saved in dashboard.rb manageiq-ui-classic#7561
• Improvements for MiqWidgetSet model manageiq#20972
  • replaced: Widget groups manageiq#20974
• WidgetSet - fix db:seed, don't blow up when set_data is a HashWithIndifferentAccess manageiq#20999
  • not sure if I like the change away from group_id: nil -- I think that was a flag.
• Fix specs related to widget set factories manageiq-ui-classic#7594
  • replaced: Update widget specs to set owner and set_data manageiq-ui-classic#7593
