Add Delete Disks Showing even though role setting is disabled #9280

In our environment, we need to remove the ability for users of a certain group and role to not be allowed to add or delete disks. In our settings for this specific role, we have the Reconfigure VM Disks and Reconfigure VM Drives unchecked but yet the Add Disk button and the delete disk button is present when a user of the group/role goes into the reconfigure VM menu.

We are using VMWare appliances on quinteros-1

This sounds really familiar - I feel like there's another issue somewhere but i can't find it.

@Fryguy this is already fixed in this pr: #9173 but this pr is not available on quinteros.

@bfilion87 We have marked the pr for backport, the next time we backport prs to quinteros it should be fixed for you.
