Can you add "types strict checking"?

Description of proposed feature

I want to gain a manim version with type strict checking. It will be improve development efficiency.
Also, there is a problem that the start_angle of Circle mobject is default to 0 but I want to give a different value.

We're working on improving the type annotations, see #3375. In certain areas we might enforce stricter input types (e.g., when it comes to the config system, #3466).

We'll see whether it makes sense to extend this to further parts once we've actually implemented it for this one part. Closing this as a duplicate for now.
