Reindexing does not work with gerrit-plugin

When I try to trigger a reindex with enabled gerrit-plugin the indexing does not work. The progress stops at 0%. I did not find any error message in the log files, there is nearly no load on the server and we waited for a really long time :)

Do you have any idea? Tries jira 6.4 with gerrit-plugin 2.3.1 and with gerrit-plugin 3.2 (agile board does not work in this combination)
