Sometimes Queen decides to build nest in a shallow location #41
Description
This isn't a huge deal but it runs contrary to my understanding of the simulation. I thought that the Queen's Nesting desire would ensure that she always prioritized digging sufficiently deep. It seems like there's either a bug in the logic, or a random dig chance which is allowing shallow nests to occur
