Create a new rpc API endpoint to get current language

Mirko's notes:

  • Implementation should live inside Lib/rpc-method-middleware
  • Look for other methods implementation (e.g. addCustomChain)
  • Look into createMethodMiddleware
  • Test on the test dapp and/or playground
