Show list of inactive boards

As a follow to the #3 , we have to setup a section showcasing all boards that are not active. Also we need to make sure we setup mechanism to restrict users from submitting questions on those inactive boards.

@drakedanner in order to show the following inactive board on the web page and disallow users from adding new posts, we have to upgrade our canny instance. Can you please check if we want to upgrade canny plan and implement the feature?

I would love to take on this issue but I must admit I don't have experience yet with Canny. I'm checking it thoroughly this weekend and see what I can do

Glad to see this issue is logged!

It would be great to be able to link out to inactive programs or to include them at the bottom with some sort of inactive identifier.

It's helpful to show our community's ability to generate good questions when demonstrating value to past or prospective partners.

We also want to retain the ability to re-activate a program! For example, we have generated questions for Harmony in the past and are now looking to enter into another agreement with them.
