Add option to set a lower API rate limit

Is your feature request related to a problem?
Sometimes it would be useful to have an option to reduce the rate limit, for instance a background task where it doesn't matter how long a task was to run.

Describe the solution you'd like
Just a simple additional param to set a rate limit

Don't think this is really necessary at this point.
