add alternative method: vmt per household, by using day-weighted per-person VMT #12

calculate VMT per person for all drivers, for each day
for each person, calculate weighted average VMT per person per day (weighted by day)
sum weighted VMT per person for household

== aggregated vmt, weighted at the day/person level, per household, per day.

subsequent analyses use hh weights.

hypothesis is that this number will be HIGHER than the way we calculated
