update Train an object detection model with TensorFlow directML page

This page needs to be updated with the new directML TF2 yolov3 format, once the repo is no longer available

This tutorial also needs a pre-requisits to run it (windows or linux support) and if do have support to train in both platforms due the ONNX DEPENDENCIES

I propose to add a small train data example, we need some examples to find a way to apply in our training datasets.
