Scraping twitter links and keywords to build a 'trending list'

The official civicgraph.io implementation has over 85% coverage of twitter handles. This is a good metric that is underutilized!

I'd like to explore the option of using twitter handles to scrape trending keywords, links and hashtags in the civic scene, and presenting that information in a news feed style, much like how fuego works.
