The "custom tokens" feature in fact allows much more use cases than tokens. It is a general way of letting one contract control the possible interactions with all accounts for the "token id" that's uniquely derived from it. Since the mechanism is more general than tokens, at one point we thought about calling the "token id" "management id" instead, and calling the "token contract" a "manager contract".
So far, people don't seem to be using the more general possibilities of manager contracts, beyond tokens. That could be changed by having more docs that highlight those possibilities.
