Yes, it does.
You can download files from here:
https://github.com/ModuleArt/quick-picture-viewer/tree/master/quick-picture-viewer/bin/Release
And I am pretty sure that everything should work fine.
But there is no specially prepared binary for portable mode. I think I will create one for the next release.

It seems that there is no portable variant in downloads or releases artifacts. I would also only downlaod a zip with the program without setup. Just to copy somewhere like "c:\apps\quick-picture-viewer" and open/link files with the exe. Simply the program without setup. ... You could also provide a user setup (without admin required).

Btw. the Windows Store variant is not up to date. Instead you check and install the updates from within the app (bypass Windows Store) which is not the right way when providing it on the Store. For example, you need admin rights to install the update. Why not just update on the Store? The app should not check and install updates when installed from the Store. You can check, but than open the Store to update. But anyway... There is already an issue for that: #127
