Два варианта:

синхронизация средствами браузера. как минимум имелось апи для этого
импорт и экспорт. в принципе, делать почти нечего, ибо как хранится, так и таскать

Можно делать оба

Синхронизация только для расширений, скрипт обычный таких прав не имеет.
Только импорт экспорт остается из реальных вариантов.
