Reproduction:
If the Hard of Hearing quirk is taken, speech outside of a 2-tile radius is meant to be garbled - and is so. However, speech is an unintelligible language circumvents this. This speech is scrambled in order by the Hard of Hearing quirk, but never parses through the garbling of being an unknown language.
This is not a major issue and does not disrupt normal gameplay, but it can be distracting to understand - say - elvish that someone is speaking. Additionally, players may not realize they are suffering from a bug.
To replicate this bug, take the Hard of Hearing quirk and listen to a language you do not understand from outside of the 2-tile radius.
