Satellite utilities clean up

After V1 release need a clean up of the satellite utilities and guidelines.

I believe cal_mod_no2col.py should be on it's way out, considering that now tools.py has column calculation capabilities. I'm curious about how @mbruckner-work and @mlirenzhenmayi view this.

Hi Pablo, I think this makes sense, as long as we make sure that related changes are made (e.g., driver) and don't break the TROPOMI processing modules. Thanks! Meng
