Boundary layer height and tropopause calculations #382
Description
Liam, added code for calculating the boundary layer height and tropopause calculations from the meteorological sonde data. This code was not quite ready for version 1.1 release, so it is still on his fork here:

If someone from the group wants to continue optimizing and testing this, let me know and we can pull it in for a later release.
We need to finalize this code, and then we also should reach out to the original scheme writers to let them know we are adding their scheme into our code and double check licensing and acknowledgement from them too. I'm aiming to get this in for version 2.0 of MELODIES-MONET.
