Is MPAS-Workflow suitable for the MPAS-Model without JEDI?

I mean, can MPAS-Workflow orchestrate workflows for https://github.com/MPAS-Dev/MPAS-Model ?
Or, is there any other repo using Cylc or other workflow tool for the MPAS-Model?
