Large datasets

Currently we only support using small datasets that can be stored in geocat-datafiles or a similar resource, but there have already been a couple of cases (i.e. humid heat metrics and climatology) where it would be nice to use a larger dataset.

Starting this discussion as a place to think through some potential options and associated considerations.
