Integrate 2DS image data reduction into data acquisition

Add OAP processing for SPEC probes 2DS & HVPS. Will need RLE decoding, then should just follow the model for Fast2DC.

Need to work with SPEC to get a datasystem timestamp for the 4k image buffer. Required for accurate sample volume.
