Prefer matching EXPTIME for retrieving flat #347
Description
Flat application allows normalizing a flat to the science files EXPTIME (darks must match), but the ::get_flat should prefer a flat with matching EXPTIME over one that needs normalization, even if the matching flat is further away in time. This should be configurable by wave region: 1083 allows normalization, but other wave regions should not even allow it.
