Create Lambda that generates an ESRI account on both production regions

When a non-CAC account is created on the HydroVIS portal, it is only available on the region that was currently active.

When the active region is switched, a new account with a temporary password needs to be created on the newly-active region to give the user access again.

Instead, a Lambda function should be created that uses the ESRI APIs to create a user account on both regions at the same time, to eliminate any need to recreate accounts or sync accounts across regions.
