[21pt] Get AWS Stuff into Terraform

Note: Now part of 1377 EPIC: FIM Sys Admin Tasks (and a few related FIM tasks)

Getting all of our templates for our EC2's, Lambda's, Step Functions, ECS's, ECR's, S3's, EFS's, Task Def's, Permissions groups, etc into Terraform is important. We already have a partially started FIM Terraform repo. Reason: Backups and restores. We have had it already happen a number of times were key items were lost and they are critical not to loose them. I am manually coping/pasting some data as/when I can but we need Terraform to help manage this.

While this says 21 points, it is a big effort.
