[5pt] Sample HUC hydrotable parquet files

HydroVIS wants to do some timing tests for five HUCs with all of the hydotables.csv as parquet files. We want that for each branch plus the aggregated one at the HUC level. This does not need a code checkin as it is just a one off for now.

For the five hucs, use 12090301 plus 3 that are very nearby. For the 5th one, use 19020601 .

Please start with 5 hucs from previous_fim/HAND_4_5_11_1 but only the huc folders. Then just add the new parquet files in each folder, exactly beside the csv;s that are already there. Keep that new test folder anywhere but previos_fim or outputs directories.

let me know when it is done. You won't need a PR, but I will check them and clean it up for HV usages and testing.
