HUC8 19020800 in Alaska should primarily covers the seashores of Cook Inlet. Below shows the coverage of the HUC8 based on wbd.

However, the DEM for this HUC covers many parts of coastal area with only elevation of zero.

This suggests that the DEM may need to be regenerated.
