[5pt] Investigate inconsistent flow parameters for adjacent catchments #1423

The flood extents in these adjacent catchments aren't very consistent from one to the next. Investigation is needed to figure out which parameters are changing to cause this effect.

Here is the experimental depth polygons (GMS branch) for the same section near Emporia, KY in HUC 11070203. These were generated for the NWM 25yr flow.

The volume plot is not as informative as I was thinking it would be. However, I think your depth map shows that the changes from catchment-to-catchment is probably not the catchment we're looking at and it seems more likely that the surrounding catchments are wrong because of the glass-walling.
