[5pt] Add an optional input argument to synthesize_test_cases.py to use precalb_discharge_cms

Goal is to have an optional input argument that allows us to generate the alpha eval metrics using the precalb_discharge_cms instead of the discharge_cms. We'll want to keep the default settings to use the discharge_cms.
