Ability to create capabilities on "my" account or someone else's account

Need the user profile to reflect the capabilities on the user... ideally integrating with SAP :)
Given there will be a LOT of capabilities that will not be in SAP in the short time, or ever (e.g. the expanded IMT roles or "catering") I believe two sections for capabilities, or a way to clearly identify those that come from the source of truth and those that are manually entered. If the capabilities can pull from beacon in the first instance, it would mean that we don't have to do anything in the way of audit trail to capture who added what as beacon does this.
