[RFE]: Is it possible to support CM connection establishment on NVSHMEM

What is the goal of this request? and Is this request for a specific GPU architecture or network infrastructure?
- To use RDMA-CM Enhanced Connection Establishment (ECE) feature for CX7/8 nic

How will this feature improve current workflows or processes?
- When using CM connection establishment, ECE enables some vender specific features(rttcc for example), which is convenient, and the performance is better compared to socket connection establishment for our workload.
