[FEA] Remove CUDA_STATIC_RUNTIME build parameter #4054
Description
As cudf is removing CUDA_STATIC_RUNTIME from the CMake build system, we also need to update our repository accordingly, removing it completely.
The removal is from rapidsai/cudf#20814.
