`TechSpec` Registry

Now that we are adding more technologies, we should put together a registry where these technology implementations can be recorded. The registry can internally put together a dict of TechSpec tuples and then can be responsible for returning the TechSpec based on a case-insensitive user request on specs. We should also make it available in the public docs and have the repr be a list or dictionary where users can see which technologies are available.
