Create a simple/linear electrolyzer converter model

Sometimes folks ask for a dead simple electrolyzer model where we can just input top-level performance parameters such as conversion efficiency.

Proposed solution

Create a very simple converter that has inputs helpful for design of experiments sweeps. Don't worry about including degradation, on-off switching, etc.
In this implementation we could allow the electrolyzer to have a continuous size design variable (the current model must be in 1MW increments).
We can also use a water feedstock directly here.
Could also output oxygen production.

We could also have ancillary power usage as an input.

Note

We could workshop dynamic operation constraints here -- think ramp-up, ramp-down, cold start, etc.
