[SnapSync] Snap - too many empty responses appears for more than 2 hours and SnapSync do not kickoff #8238

Description
Syncing Snap on Volta network and when SnapSync is supposed to kick off getting plenty of "Snap - too many empty responses"
Seems like something did not triggered properly in there.

Attaching debug logs so would be easier to analyze
