Build advanced table component with sorting, filtering, and column control

Description:

• Create a reusable table with sortable columns, column visibility toggle, and filters
• Support sticky header on desktop and responsive card layout on mobile
• Use mock datasets and local state for all interactions
• Design spec (must use; measurable):
  • Tokens per Issue 3
  • Row height 52–60px; header height 44px
  • Column toggle menu keyboard accessible; focus ring visible
  • Zebra striping optional and theme-consistent

Acceptance Criteria:

• Sorting, filtering, and column visibility work
• Desktop table + mobile card variants
• Accessible interactions for controls
• PR includes screenshots for both variants and controls open
