[account_comment_template]: add a comment to all move doesn't work

Describe the bug

Following the documentation; When no partner is added to a comment template, it will be added to all partners but this doesn't work

To Reproduce

Steps to reproduce the behavior:

1. add a comment
   

2. create an invoice

3. the comment is not added to the invoice

Expected behavior
comment added to any new invoice.

Additional context
Other scenarii also do not work. Here is a list with some cases to test:
-. Add a comment to all account moves for anyone in any company
-. Add a comment to all account moves for anyone in one specific company and another for the other company
-. Add a comment to a specific partner
-. Add a comment to account moves with restricted domain (i.e: is_company)
-. Add a comment to all account moves + sale order for anyone in any company
