Add requirements file

I am having trouble trying to run python manage.py migrate. Could you list the required packages for it to work?

@ajtga - Unfortunately, we have not been updating this GitHub repository. There are other ongoing efforts that you may want to look into, including our work toward a RESTful API for ODM2 (https://github.com/ODM2/ODM2RESTfulWebServices) and the ODM2 Admin Django app for ODM2 (https://github.com/ODM2/ODM2-Admin). Both of these have had much more recent development.

We may eventually get back to this, but for now, we are keeping it for legacy purposes.
