Steps to Reproduce

1. Go to https://genai.owasp.org/resources/ and check the label for Japanese Governance doc and the label for English Governance doc
2. Click the Governance doc for French --> click Download button on the landing page and see what PDF is actually retrieved

What happens?

1. The version number of Governance doc for Japanese says 1.0.
2. Version number of Governance doc for English is missing.
3. Clicking the Download button retrieves the English version of Governance doc PDF.

What were you expecting to happen?

1. It should say "1.1 Japanese"
2. It should say "1.1 English"
3. 1.0 French version of Governance doc PDF is downloaded
