Add override environment variable to load new oasislmf version on startup

Issue Description

Create a mechanism to 'hot update' the oasislmf package version within a worker image on startup.

If something like the following is set: OASIS_UPDATE_LMF_PACKAGE=1.27.20 then the worker will attempt to pip install that version of the oasislmf package.
