The class TemplateDictionaryPeer (template_test_util.h) is not distributed, 
includes config.h and cannot be used outside ctemplate domains.

All ctemplate documentation suggests that this class is easily available for 
users to write tests, but that's not the case.

version: 2.2 (compiled from source tarball)
system: Ubuntu 11.04
