Improve Reports CLI

## Requirements
- [ ] Generate tables from the report `cli.py`
- [ ] Either change graphs to regenerate all to a directory (rather than current search for `.graph` files) or use the same `.table` generation for tables.
- [ ] Add time precision to tables and to the graphs
