Create CONTRIBUTING.md covering dev setup (clone, npm install, npm run build, npm link), test running, coding style, and PR process. Add .github/ISSUE_TEMPLATE/bug_report.md, .github/ISSUE_TEMPLATE/feature_request.md, and .github/PULL_REQUEST_TEMPLATE.md. Link from README.md.
