Weird Artifacts When Using GBAOffset.filt

When using the GBAOffset video filter in Onion 4.3 there is weird artifacting at the bottom of the screen. This was not present on 4.3 RC.

Steps to Reproduce

Turn on GBAOffset video filter on in RA menu.

Provide any additional context or information that may help us investigate your issue

I think something got messed up somewhere. Saw another person on Reddit with the same issue.

I'm experiencing the same issue when using a sub-1.0 overlay opacity. This issue can be circumvented, if using an overlay, by setting the overlay opacity to 1.00.
