Model parameters have some internal flags, which cannot be modified in PK-Sim or MoBi.
Particularly CanBeVaried and ReadOnly

(Though I think the ReadOnly-flag should not play any role in R, s. Open-Systems-Pharmacology/OSPSuite.Core#2201)

It would be good to have the possibility to set the CanBeVaried flag in R.
