Allow env: to point to a YAML file

It some cases users might like to actually have the env: YAML be in a proper YAML file as opposed to embedding the YAML in a string which isn't recognized out of the box by editors and can feel a little hacky. This is just a reminder that we could experiment with this to see if it's easy/desirable.
