Support 2.0 version of BEL language

The draft specification is currently available on the OpenBEL Wiki. This issue will drive support for 2.0 in OpenBEL/libbel.

The language specification is moving to OpenBEL/language.

I'm working on dumping the wiki spaces for BEL 1.0 and 2.0 to asciidoc templates. There seems to be a fairly straightforward transformation of Confluence XML → HTML → Asciidoc using Confluence Space Export and the pandoc tool.

Being handled in OpenBEL/bel_parser. Incorporated as a dependency to bel.rb.

It's not so obvious from the documentation... does bel.rb now fully support BEL 2.0?
