[TODO] Upgrade nyc and babel-istanbul

#20 downgraded some libraries that were causing issues on OS X, figure out how exactly to fix it without downgrading

added fix in "fix/nyc-version-bump" . upgraded babel-plugin-istanbul and nyc but to work with latest version has to upgrade @istanbuljs/nyc-config-babel and add @babel/preset-env and @babel/register.
