Update licencing guidance

Is your feature request related to a problem? Please describe.
There have been cases where opendata.scot is cited as the original publisher of a dataset. This is incorrect as we only index the datasets and do not host or publish them ourselves. Often licences, such as OGL, require an attribution statement when using data, which could currently be missed by data practitioners that are not consulting the original dataset page.

Additionally, our scrapers use a best guess or approximation approach for inferring licencing information, which could be wrong in reality.

Update licencing guidance to advise user to check original source for accurate licencing information and to always check for attribution guidelines
