Should bleeding edge CI run on PRs

It's not clear if CI with the "bleeding edge" development deps should be running on pull requests or only on push to main.

Yeah, I don't think it's helpful to run bleeding edge CI on each commit in a PR (in fact, there could be situations where it's impossible for both regular and bleeding edge CI to pass).

I agree that running bleeding edge CI on commits to main is good, and probably also a weekly scheduled run would be good in case no PRs are merged for a bit.
