The verification service integration

The verification service, if enabled, will use the verification soruces (e.g. civil registry) configured to check the identity record and data provided in the application for alignment in the datasoruce. If its finds significant misalignment, it will block the application and show the difference between data held by the verification source and that supplied in the application. A user with elevated role (@todo what role?) will have to intervene to resolve the state.
