[Improvement] Replace the default uncertainty value of 0 with -1 when uncertainty is not determined. #822
Description
Mathematically, when uncertainty is not determined, such as in the absence of deposition, it should not be represented by 0, which denotes the limit value but valid uncertainty. For clarity and practical post-processing, a value of -1 is preferred to distinguish undetermined uncertainty from very low values.
